Services:  Change Approval
Homeowners are required to obtain prior approval from the Architectural Review Committee for all exterior changes. Exterior changes include (but are not limited to) decks, fences, mailboxes, pools, driveway, landscaping, siding, roofing, sheds, structures, storm doors, satellite dishes, exterior finishes, and color changes.  Denial of approval by the ARC may be based upon any ground, including purely aesthetic considerations.  This guidance is included in the Architectural Standards.  The CC&Rs (Article V) govern the operation of the ARC.  In order to provide guidance and to expedite approvals, the ARC may from time to time promulgate lists of materials, colors, finishes and other design elements which are acceptable to the ARC.  Change Requests may be sent to Association at our mailing address on our home page or via email using the link on our home page.  A description of the Change Request Process is provided below.

Change Request Process
  1. The Property Owner desires to make a change/addition to home or land that requires the review of the ARC as defined in the Declaration of Covenants, Conditions, Restrictions and Easements, and Bylaws of the OVERLOOK.
  2. The Property Owner completes the ARC Change Request Form and gathers documentation to describe the requested change including pictures, sketches and dimensioned drawings, etc.
  3. The completed packet is submitted to the ARC either via email using the link on our homepage or via mail sent to OPOA, Attn: ARC, P.O. Box 275, Crownsville, MD 20132.  
    Please be sure to allow enough time for ARC review and question resolution (the ARC has up to 45 days to make a decision) but generally review is conducted well within that time frame.

  4. The ARC will review the request and may contact the Property Owner for further information or clarification. 
  5. The ARC will notify the Property Owner of the approval or denial of the request via the Property Owner submitted ARC form.
  6. The ARC committee may review the project while in progress or at completion to assure compliance with the requested project specifications.
  7. The ARC will maintain a file of all submitted reviewed requests by address.
